The pamphlet describes the three royal charters that created the Municipal Borough of Swindon (1900), The Borough of Thamesdown (1974) and the Borough of Swindon (1997). It includes descriptions of the iconography of the three Coats of Arms.

Queen Elizabeth's visit to Swindon in November 1997, was in part chosen to recognise the creation of The Borough of Swindon. The pamphlet is contained in a special first day cover envelop to celebrate her Majesty's visit.
